In Kota, Rajasthan, a young psychopath, Sunny (Vishal Jethwa), kidnaps a young girl Latika through deceit. He brutally tortures, and rapes the girl, and later kills her. The next day, S.P Shivani Shivaji Roy examines the case, citing that it was through a belt that she was killed, and there were major bruises in the internal, as well as external parts of the body.
Sunny meanwhile works for a politician, Viplav Beniwal (Sunny Hinduja) , to kill his opponents, and through T.V, comes to know about Shivani, who promises to find Latika's killer. Sunny hires Pravin, a tea seller near the police station, to help in the murder of a journalist. While Sunny kills the journalist, Pravin takes the latter's wife in a car to a faraway area near a slum, and they both die in a suicidal blast by Pravin. Sunny takes the place of Pravin as a tea-seller, in the name of Bajrang.
Shivani brings a boy Lahanya from the slum to the police station, who is also a witness to the blast. When Lahanya is about to explain the details of the killer, his stomach starts to ache and he wants to go the washroom, due to the poisoned milk brought by Sunny. Sunny, who was already in the bathroom, kills Lahanya.
Sunny lures the media towards himself, and Shivani quickly points out, that Sunny is doing this only for fame and pleasure. The police finds yet another body of a girl raped and tortured by Sunny, and slowly, the police keeps on receiving tantrums from the media and public. This hatred increases because of the police's carelessness when a girl, the grandchild of a politician, Govind Mishra (Prasanna Ketkar), is about to be killed but gets rescued.
Due to all this, Shivani is transferred from Kota. However, because the new S.P is to arrive in the next 2 days, Shivani remains as an S.P for 2 more days, and strives to find Sunny within these 2 days. Sunny now, heads to kill Shivani, and pretending to be gravely injured by someone else, he gets lift from her in her car. When he is just about to throttle her neck with a belt, Shivani stops him and gets to know that the tea seller Bajrang is actually Sunny. However Sunny escapes injuring her, but the latter recovers.
She comes to know through a senior, Brij Shekhawat (Sumit Nijhawan), that Sunny would most probably now kill the â€™over-smartâ€™ lady politician Sunanda Chaudhary (Richa Meena), as Sunny had warned Shivani that he would now kill someone â€˜over-smartâ€™ like her. The next morning, in a press, on the questions being raised on her being a â€˜female-SPâ€™, she gives a speech on how every time, due to prejudices, women are always under-estimated, and that people like him (shrewd reporter Amit Sharma) can never understand their importance.
The police goes behind Sunny, who has kidnapped Sunanda from a public place. At the night of that day, which is Diwali, when Shivani is busy finding Sunny, she finds an odd home, where there are no great decorations nor lamps. She goes in for inspection, and finds that the daughter of the owner of the house, has also been taken hostage in the uppermost room, along with Sunanda, by Sunny. When she asks them why they let Sunny do this, they say that he will kill their daughter if they don't let him do his work.
Shivani goes upstairs, but is knocked unconscious by Sunny and hit by him. She inflames Sunny by reminiscing him about his past which she got to know through his father in Meerut jail. Years ago, Sunny's father had killed Sunny's mother on the terrace, and Sunny actually had told his father that his mother had run away towards the terrace.
Shivani signals Sunanda to throw the nearby buckets of paint on Sunny, as he is an asthmatic patient. They do so, and Shivani brutally injures Sunny though his own belt, and with the nearby crowd watching her, she has conveyed her message.
